Prior to joining the Office of Korean
Affairs in June 1999, Mr. Shear spent a year as a Rusk
Fellow at the Institute for the Study of Diplomacy at
the Georgetown University School of Foreign Service.
He was Special Assistant to Under Secretary for
Political Affairs, Thomas Pickering, during 1997-98.
Mr. Shear served as Chief of Political-Military
Affairs in the U.S. Embassy in Tokyo 1994-97. He was
in the East Asia-Pacific Bureau’s Office of Regional
Security Affairs in 1990-92 and served in the American
Embassy, Beijing 1987-89 and in the Office of Chinese
Affairs prior to that time.
Mr. Shear is a graduate of the John’s
Hopkins School of Advanced International Studies and
Earlham College. He has also attended Waseda
University in Tokyo, Taiwan National University in
Taipei, and Nanjing University. He speaks Chinese and
Japanese.
