Mr. Seth Winnick, Director, Office of Russian
Affairs, Bureau of European Affairs, U.S. State
Department.
Mr. Seth Winnick assumed the position
of Director of Russian Affairs in July, 2000.
Mr. Winnick is a career member of the
Senior Foreign Service. He was a member of the State
Department’s Senior Seminar in 1999/2000. From 1996 to
1999, he served in a Presidential appointment as the
Deputy US Representative on the Economic and Social
Council of the United Nations. Mr. Winnick was posted
in Moscow from 1993 to 1996 where he followed Russia’s
economic transition. Earlier, he was posted in Paris,
Kinshasa, London and Washington.
He holds the Department’s Superior and
Meritorious Honor Awards.
