PROGRAM FOR INTERNATIONAL STUDENT ASSESSMENT
"Outcomes of Learning: Results from the 2000 Program for International
Student Assessment (PISA) of 15-Year-Olds in Reading, Mathematics, and
Science Literacy," was released by the Education Department's National
Center for Education Statistics (NCES). What makes PISA unique is its
broad focus on literacy, rather than specific curricular knowledge.

KENTUCKY SUPPORTS ONLINE LEARNING
Despite a potential budget deficit, Kentucky lawmakers are working to
strengthen the state's Virtual High School offerings. Supporters of the

NSF FUNDS EFFORT TO IMPROVE MATH, SCIENCE AND TECHNOLOGY TEACHING
The National Science Foundation has launched a $100 million initiative to

SMART BUDGETING FOR TECHNOLOGY ARCHIVED FOR VIEWING
Smart Budgeting for Technology, originally telecast on Nov 15, 2001.is now
available via the Webcast archive at http://ali.apple.com/events/serc2.
This teleconference was the second in a series of satellite/webcast events
specifically for technology leaders developed by CoSN and the Satellite
Education Resources Consortium (SERC). Smart Budgeting for Technology
addresses the "Total Cost of Ownership" (TCO) of technology, including
adequately planning for the long-term costs of operating and maintaining
systems that require tech support, staff training, and hardware and
software standardization.

CoSN IN THE NEWS
The December 2001 issue of Technology & Learning Magazine included a
special insert on Internet Safety, based on CoSN's Safeguarding the Wired
Schoolhouse initiative. Readers will find detailed information on
complying with the Children's Internet Protection Act (CIPA) and
references to additional resources at the CoSN web site.

Keith Krueger, CoSN's Executive Director and Jim Hirsh, Chairman of the
Board are quoted in "Learning in the Fast Lane," an article on Internet2
that appeared in the December 2001 issue

report on a likely decline in school technology spending, Krueger points
out that for technology to work, school districts have to make continuous

districts are struggling with right now," Krueger said.

BRIDGING THE TECHNOLOGY GAP
The Children's Partnership has released a new resource for policymakers
and other leaders. This new Web resource focuses on practical steps that
cities and states can take to bridge the Digital Divide. "Bridging the
Technology Gap: Action Ideas for Cities & States"
(http://www.childrenspartnership.org/youngamericans) is the newest
addition to the Young Americans & the Digital Future Campaign, a sustained
effort to promote city and state policies that increase young Americans'
access to the benefits of the Internet and other information technologies.
The Campaign includes state by state fact sheets, policy templates, and
online resources for those interested in technology policy development.

TEENS AND THE NEW MEDIA CULTURE
The Center for Media Education (CME) has released a new study on teens and
the Internet.  "TeenSites.com-A Field Guide to the New Digital Landscape"
examines the uniquely interactive nature of the new media, and explores
the ways in which teens are at once shaping and being shaped by the
electronic culture that surrounds them. CME points to a combination of
government policy, responsible industry self-regulation, public education,
and citizen activism as the best means of realizing the full potential of
