 I recently completed the process for Nat'l Board certification in the 
Vocational Education area.  I won't know until November if I made it or not!!  
It was a very difficult process, mostly because it was so incredibly time 
consuming.  I would not encourage anybody to start working on it unless you 
were able to devote basically every weekend to it.  I worked about 2 Saturdays 
a month, all during spring holidays and Easter vacation on it.  However, I 
didn't get my "box" until December, so this next year, you could get started 
earlier.  I have not heard anything about the new certificate name that you 
mentioned.  Go for it, if you have lots of time!!
