Here's an interesting one: The Regional Technology Plan for Central
Macedonia - Greece. Related to the E.E.C., the plan's objective is "to
strengthen the endogenous technology capacity of the Community's
Regions". (Yup, it mostly reads like that. Maybe the untranslated Greek
version is better.)

I also found a number of Defense Technology plans for chemical /
biological and nuclear defenses. I'm not sure if I feel safer that these are
publicly available.
