Mark asked how to go about planning.
One way I have been taught is to use the following process. It might not
be the best, but it usually works. We call it the six step problem
solving process, but I have found it helpful in developing plans
1. Identify the problem. Recognize and define.
2. Gather information relative to the problem.
3. List possible solutions.
4. Test possible solutions.
5. Select the best solution.
6. Implement the problem solution.
Another way I sometimes use is writing a staff study. This is usually
done to answer the question "What is the best way to...?
1. State the problem.
2. Make your recommendation (BLUF-bottom line up front). Put in after
making the decision.
3. State the Background (demographics, equipment already in use, etc)
4. List the Facts bearing on the problem.
5. List any assumptions (you will be fully funded, space will be
provided).
6. List courses of action.
7. List criteria used to judge courses of action; define and weight
courses of action.
8. Analyze couses of Action (Make recommendation and post in #2)
