Planning could be defined by use of a systems model.

Input		Process			Output	

		Feedback

Input - All of the stakeholders are identified and included in the 
planning process.

Process - Everyone comes to the table and hashes out what needs to be 
done.

Output - A product that provides direction ( A technology plan)

Feedback - The constant revision process that will keep a plan active 
and vibrant.
