Here's my two cents about the Rubric.

It is about time someone spent some time looking at Administrative expertise in dealing with technology..

A couple of things stick out to me that might prove helpful:

I believe you have to know the background of the administrator and whether he is willing to improve.  The amount of seniority will directly affect his willingness to improve, not all the time, but much of the time.  Age, Years of experience, Goals, etc... would be good to have.  Maybe by asking some seemingly unrelated questions you can get an honest assessment of the technology needs.  

What technology is available to the administrator, teachers, and students would also effect the amount of importance to the administrator.  Your might thing that this information is already available, it would be nice to see what perception the administrator has of his equipment.  He may or may not know exactly what he has.  This would further validate some of his answers.

The rubric spoke of completing another survey at the completion of training.  I believe you need to have an assessment after some time has passed and after they have had time to either forget or practice the training.

Under personal productivity, there are 5 uses within Office Professional.  Somehow to access the amount that an adminstrator uses different applications such as Work Processing, Spreadsheet appl., etc... might be helpful.
