tkt8763-01: Criteria for award

Hey Jay,

I am Tim Croft and a present Sipper.  A good technology person should be held to the same standard as any other teacher.  Although their students might be K-12 or other teachers or community members (parents, business, etc...), the standard it the same.  
Additionally,what did they do to advance their profession, what did they do the advance themselves, and finally what has improved in technology within thier area of responsibility.
Just a few thoughts that I had....
