I did like the looks of the suggested format. But, most of the time you are trying to sell a product when you put flashy graphics or at least trying to catch the attention of the audience. The first edition has already caught thier attention. So that is not necessary.
I would think that a committee that is looking for guidance on planning technology would want to cut to the chase or get to the point of how it can assist them with their planning. If you can use some graphics as demonstrated by the example and not increase the length of the document and not take away from the valuable knowledge of the document, then go for it.
I do believe we would want something to be significantly different in the content that could warrant an update to be published.
I hope I'm not chasing my tail, maybe I didn't confuse everybody.
