I think that the "tell-tale" sign of whether a plan will succeed or fail
is how vague or specific the information is that lies within the document.
Now, if someone has written a very specific technology plan, they will
give you a table of "content" so that you will be able to quickly view a
goal or objective and then quickly view the information they propose to
reach that goal.  

Another thing I look for is a section that tells about the research
conducted to come to the conclusion of what goals they need to set and how
they plan to reach them.
