I feel that one "tell-tale" sign of whether or not a technology plan is
bound for success is whether or not evaluation will take place.

A technology plan must have provisions to evaluate and improve the current 
plan, because what was being used five years ago is no longer.  After a 
plan is written it should not be forgotten, it should be reevaluated.
Sometimes it may be difficult to make all the necessary changes, but 
committees must be aware of the changes.  This can only be done by
evaluating the technology plan and making sure everything possible is being 
done to reach the goals of the technology plan.  If evaluation is not
present, a technology plan with most likely fail.
