I feel that the key to success is the careful planning, which includes everything from Cost Item, to time frame and implementation to a budget. It also needs to include something regarding follow-ups after the plan has been put into effect - otherwise the current technology becomes dilapidated and skills become obsolete. I think a planning strategy should also be very concise and easily readable by people on all levels of the plan and even those not directly involved in it. It makes the likelihood that people will actually read it and become "motivated" becomes greater with more information in a shorter plan. Of course, this is only my point of view...
