What do I consider a tell-tale sign of a technology plan that is bound
for success or failure?
My first reaction: Isn't that like asking which part of the horse is the
best for getting you to your destination. Which part can you do without?
All the pieces make the whole.
My second reaction: Research or data collection in the beginning and
periodically thereafter. How can you make a plan if you don't know what
it is that your people need? How can you know if you planned
appropriately if you don't ask if needs have been met?
