Now, in response to the second part, is it a dead-giveaway to failure or
accomplishment.  In my opinion, a technology plan will fail if there is
not plenty of information to back it up.  Example, there has to be a
budget for each plan.  However, if there is not a way for the district to
get the money efficiently, the plan will fail.  This has to be stated in
the plan exactly where the money is coming from.  On the flip side of
that, I think it is a dead-giveaway to succes if things are stated as
clearly as possible, and with enough information.  Maybe not every detail
will work, but the parts that are tested and evaluated, and maybe even
changed or updated, will be on the road to success.
