tkt8763-01: donated computers

I am not sure how I feel exactly about donated computers.  I can see
positive sides, but I can also see negative sides.  However, I would have
to lean more towards not accepting donated computers.  When something is
donated, the choice and quality of that thing is not always the choice of
the receivers.  The computers shoud be bought be the school system. The
money is there, it's just a matter of finding it and not giving up.  The
students need to be working with the best materials the school can
purchase.  It's in the best interest of the students.
