tkt8763-01: Finally! Tale-Tell Signs!!

I think I finally have an answer to the tale-tell sign(s) that
will predict whether or not a tech plan will be headed for a
road of "success" or in a downward spiral. I actually believe
there's one main sign that is, after weeks, a dead give away
for me. It is a VISION and/or VISION STATEMENT. My reasoning
is connected to not only my personal and spiritual beliefs, but
to how I attempt to act and react in my life on an everyday bases.
Perhaps you've heard, "Without vision, the people perish", well
I've incorporated this wise statement into the world of technology
in that, if you can "see" where you're going, even though there
may be some trials and struggles, just stick to it, and success
is bound to come into play. A tech plan that has a vision statement
that consists of all of the points each of my colleagues have
shared;like concision, evaluation, and a degree of enhancement,a
budget, etc. I believe it is success bound. To elaborate a little
more, if you can "see" how concise you would like to be, you
can achieve concision. If you can evaluate your vision for anything
that's not needed, only the things needed will be addressed,
if you can "see" enhancement(on all levels), then you have the
ability to enhance, and if you can "see" how much you want to
spend then you can imagine ways to get it. Mind it that, you
may have problems and you may have to get the funding by convincing
the government that it will be wisely and usefully spent, but
if you can "believe"(see, imagine, vision) it, you CAN "achieve"
it.
Conclusively, I think any school or institute should be recognized
for even having a tech plan but before the plan is presented
to the public, it should be "SEEN" before "WRITTEN".
