I agree that the budget is usually just a management tool and is included
simply because "it has to be." I think these cases are when a budget is
viewed as an expenditure rather than an investment. This is my perception
from the banking industry and I think it can apply to the educational
environment as well.
In case you all are wondering who I am, I was enrolled in this class
during the Spring 1996 semester, and I still subscribe to the class
list-serv. Further, all of you will learn more from the class and from
Dr.A than from the "course." In addition, my knowledge from SIP was
invaluable to me while I was preparing for my "comps" on the
masters and my "pre-lims" on the doctorate. Good luck to all of you.
