Yes, if you are the listowner.

For example, on several lists I manage, we receive these "offensive"
messages periodically.  Let's suppose one comes from:
   topdog@hotdog.com

I merely go into the Majordomo Mailing List Management system, enter my
password, select the list I want to modify, then choose the "Resend
Subsystem" section.  In that section, there is a portion entitled, "taboo
headers."  It is in that little window where I would enter something
cryptic like:
  \From:.*topdog\@hotdog\.com/

Then, whenever mail arrived that had:
  From: topdog@hotdog.com
the system would reject that message, plus...it would send me a message
stating that an attempt had been made by this user to send mail to the
list.

Periodically, we will have mailing list misuse...and I suspect that will
grow over time, as we have more people using the Internet.  We'll just
have to try to do our best to combat the bad users and focus upon the good
users.
