Constitution and By-Laws

Preamble
We, the Wiccans and Pagans of Mississippi State University, in order to proclaim, celebrate, and further develop through group discussion and experience our religious and/or spiritual pathways, which we have chosen for whatever reason, in order to educate the willing, general public of Mississippi State University and the surrounding communities about Wiccan/Pagan issues, and in order to protect our interests and rights as Wiccans and Pagans, establish the Mississippi State University Wiccan/Pagan Student Alliance.

WPSA Mission Statement
The Mississippi State University Wiccan/Pagan Student Alliance shall strive to serve the needs of all Wiccans and Pagans of the University in the areas of education, discrimination, and social support whenever possible.

The MSU WPSA shall also strive to educate the people of MSU and its surrounding communities, in a non-proselytizing and non-violent manner, about Wiccan/Pagan issues in hopes of creating and maintaining a comfortable and safe environment for Wiccans and Pagans to live and practice their individual religious and spiritual beliefs.

Article I
Membership

Any Mississippi State University student, faculty member, or staff member who claims Wicca or any Pagan religion, as accepted by the currently accepted idea of a pagan religion of the United States of America’s Pagan populace as being a nature-oriented, non-violent, non-proselytizing religious/spiritual path, or any Mississippi State University student, faculty member, or staff member who is interested, in positive manner, in learning about Wicca, Paganism, and their followers or their subsequent branches of study may be a member of the Mississippi State University Wiccan/Pagan Student Alliance.

Any person, of legal age, who is not a registered and active student, faculty member, or staff member of Mississippi State University is the welcomed guest of the Mississippi State University Wiccan/Pagan Student Alliance; however, that person may not be allowed to hold office or vote in the Mississippi State University Wiccan/Pagan Student Alliance. Non-University people between the ages of 12 and 18 must submit a form of consent signed by their parent(s) or legal guardian(s) stating the nature and intent of the WPSA.

Article II
The Executive Council

Section 1: The WPSA Executive Council shall consist of the President, Vice President, Secretary, and Treasurer.

  1. Each member of the Executive Council shall have voting rights in the WPSA.
  2. The President shall exercise his/her voting privilege only to break a tie vote cast by the WPSA.
Section 2: The President of the WPSA shall preside over all meetings of the WPSA.
  1. The President shall represent the views of the WPSA to Mississippi State University and all University functions.
  2. The President shall call all meetings of the WPSA and the WPSA Executive Council.
  3. The President shall be responsible for the maintenance and enforcement of the WPSA Constitution and By-Laws.
  4. The President shall perform other duties and exercise other powers as decided by the WPSA.
  5. In the event that the President is unable to complete his/her term, the order of succession shall be as follows:
    1. Vice President
    2. Secretary
    3. Treasurer
    OR any other WPSA member who is elected by the WPSA.

Section 3: The Vice President of the WPSA shall assist the President, as the President deems appropriate.
  1. The Vice President may act as a liaison between the President and the WPSA.
  2. The Vice President shall preside over the WPSA in the absence of the President.
Section 4: The Secretary of the WPSA shall be responsible for accurately recording the major events of all meetings and functions of the WPSA into the official WPSA logbook, known as the WPSA Book of Light and Shadows.
  1. The Secretary shall have custody of the WPSA Book of Light and Shadows and shall only relinquish it to the President and Vice-President.
  2. The Secretary may willingly assist in other WPSA official functions as approved by the President and Vice President.
Section 5: The Treasurer of the WPSA shall be responsible for monitoring all funds of the WPSA.
  1. The Treasurer shall present an accurate and current summary of the WPSA budget at the beginning of each month to the President and at the first meeting of each month to the WPSA.
  2. The Treasurer may willingly assist in other WPSA official functions as approved by the President and Vice President.
Section 6: In the event that the Vice President, Secretary, or Treasurer cannot complete his/her term, the successor shall be elected by majority vote by the WPSA.

Section 7: Before taking office, each elected Executive Council member shall recite the following oath of office:

  • I, (state your name and position), do hereby promise, to perform all of the responsibilities for the position to which I have been elected, to uphold and abide by the WPSA Constitution and By-Laws, and to abide by the rules and regulations of Mississippi State University, to the best of my ability.
Article III
Attendance

Section 1: Each member of the WPSA Executive Council should attend all meetings of the WPSA. Should a member of the WPSA Executive Council not attend a meeting, that member must report his/her absence to the President prior to the absence.

Section 2: All members of the WPSA are encouraged to attend the meetings of the WPSA. Should a member not attend a meeting and wish to know the major ideas discussed at that meeting, he or she may consult the WPSA Book of Light and Shadow, which is held by the Secretary.

Article IV
Elections

Section 1: Nominees for position of the WPSA Executive Council must be members of WPSA. Only members of WPSA shall make nominations.

Section 2: WPSA Executive Council members shall be elected by a majority vote of WPSA.

Article V
Voting Procedures

Section 1: A simple majority vote of the voting members shall constitute a quorum to conduct business.

Section 2: All WPSA Executive Council actions, including expenditures, unless otherwise stated, shall need a simple majority vote for approval.

Article VI
Recall

Section 1: Any member of the WPSA Executive Council may be removed from office by two-thirds of the voting members of the WPSA voting in favor of the member’s removal.

Article VII
Advisors

Section 1: The Advisor to the WPSA must be a willing member of the Mississippi State University faculty.

Section 2: The Advisor shall have no voting privilege.

Article VIII
Ratification and Amendment

Section 1: Ratification and Amendment to the Constitution of the Mississippi State University Wiccan/Pagan Student Alliance shall require a two-thirds vote of the voting members of the WPSA.

Section 2: By-laws of the WPSA may not contradict any part of the WPSA Constitution.

Section 3: Approval of by-laws requires a majority vote of voting members of the WPSA.

Article IX
Affirmative Action Statement

Section 1: The Mississippi State University Wiccan/Pagan Student Alliance shall not discriminate on the basis of race, color, religion, national origin, gender, sexual orientation, age, disability, or veteran status.
