Bob Kochtitzky of Jackson is director of the Mississippi 2020 Network, which recently won the national Environmental Achievement Award for its "Our World Discovery" program at Orange Grove Elementary School in Harrison County. The program guides students through environmentally friendly activities such as composting cafeteria leftovers, growing vegetables, planting trees, installing bird houses, and recycling paper and aluminum. Presented by the National Environmental Education and Training Foundation, the award recognizes innovative environmental solutions to today's environmental problems. | |||

The stockholders and employees of Entergy have established the Donald E. Meiners/Entergy Endowed Scholarship at Mississippi State, which will provide a $2,500 award each year to a student in the College of Engineering. | |||

Robert Kennon Jayne of Houston, Texas, president of Applied Innovative Management and a retired Army colonel, has belatedly received the Silver Star for his actions in the Vietnam War. Jayne is a Fellow in the Society of American Military Engineers. | |||

Patricia Gray (M.Ed. '67) of Galveston, Texas, state representative for District 23, has been named one of the 10 Best Legislators in 1999 by Texas Monthly magazine. The magazine recognized Gray in its July 1999 issue for her work in negotiating a compromise between lobbyists for optometrists and ophthalmologists in the state, and for introducing and securing passage of a wide range of critical legislation.

Grover Shannon is a professor in the Soybean Breeding Program of the Missouri Agricultural Experiment Station, University of Missouri-Columbia, and is holder of the Haggard Endowed Chair and Professor of Soybean Breeding. Harold A. Cross of Brandon, commander of the Mississippi Air Guard and assistant adjutant general, has been promoted to the rank of major general by the U.S. Senate. He is responsible for the 2,600 Mississippi Air Guard members who constitute an air refueling wing in Meridian, a strategic airlift wing in Jackson, and a combat readiness training center in Gulfport. He also is an adviser to the Director of the Air National Guard in Washington, D.C., and is a combat veteran of Panama and Operation Desert Storm. J. Carryl Seaman III of San Antonio, Texas, senior vice president of operations at USAA Federal Savings Bank in San Antonio, has been named to the board of directors of PULSE EFT Association. | |||

Martin Miller Hobbs Jr. of Moss Point recently retired from U.S. government service after 30 years in the shipbuilding industry. Everette Ramage of Huntsville, Ala., has been promoted to vice president of engineering for the Enterprise Network Division of Adtran Inc. He also serves on the Engineering Advisory Committee for the College of Engineering at Mississippi State. Michael L. Wise is director of the Peace Corps in El Salvador. He oversees the efforts of 98 volunteers who work throughout the Central American country to improve methods and practices in agriculture, forestry, and conservation. | |||

'77) of Jacksonville, Fla., has retired from federal civil service in 1999. She was a management analyst and assisted with the closure of Naval Air Station Cecil Field in Jacksonville, which was mandated by BRAC law. She is a recipient of the Navy Civilian Meritorious Service Medal. Robert T. Tomlinson (Ph.D. '79) of Stevens Point, Wis., has been named assistant chancellor of student affairs at the University of Wisconsin-Stevens Point. He previously was dean of student affairs at South Dakota State University. William L. Waller Jr. of Jackson, justice of the Mississippi Supreme Court and a colonel in the Mississippi National Guard, has been honored as the Distinguished Army ROTC Alumnus of the year by Mississippi State's Army ROTC Department. Waller has served the Guard at all levels of command through Commander, and presently is acting as Assistant Chief of Staff, HQ STARC. He is a graduate of the Command and General Staff College and of the U.S. Army War College. David H. Wesley of Houston, Texas, has joined Bank United in Houston as senior vice president of credit policy. He previously was with SunTrust banks in Orlando and Tallahassee, Fla. | |||

Leonard C. Martin of Jackson, a partner in the law firm of Baker, Donelson, Bearman & Caldwell, has been elected a Fellow of the American College of Trust and Estate Counsel. Martin concentrates his practice in taxation and estate planning. Glenn McCullough of Tupelo was sworn in last fall as a director of the Tennessee Valley Authority. He had served Tupelo as mayor for the previous two years. Prior to that, he was state director of the Appalachian Regional Commission. As a TVA director, McCullough will help manage the nation's largest generator of electrical power. TVA also is charged with resource management and development in the Tennessee Valley, as well as economic development in the region. | |||

Jeff Carter of Ridgeland, director of human resources for Baptist Health Systems in Jackson, has received the 1999 Distinguished Service Award from the Mississippi Hospital Association Society for Human Resources Administration.
Paul G. Heflin has been promoted to studio principal of The Hillier Group's Washington, D.C., office. He also is the operations director and a senior project manager for the office. The Hillier Group is the third largest architectural firm in the nation, with locations in eight cities. Michael J. Niezgoda of Tampa, Fla., a lieutenant colonel in the Air Force, recently transferred from his assignment as commander of the Communications Squadron at Charleston AFB, South Carolina, to United States Central Command at MacDill AFB, Florida. In his new assignment, he deals with command and control interoperability issues with U.S. coalition partners in the Persian Gulf area. | |||
