Carter began his public service career with the Mississippi Democratic Party before becoming an assistant to Lt. Gov. Carroll Gartin. He later joined the staff of Rep. John Bell Williams before being named assistant director of the Mississippi Agricultural and Industrial Board.
"Wiley Carter was a devoted public servant and political activist who conscientiously worked to help the people of our state," Cochran said. "His engaging personality and love of government service made him one of our state's most popular citizens."
While a student at Mississippi State, Carter was editor of the Reveille and the student handbook.
He presented his political papers to Mississippi State in October 1996. The collection contains correspondence, documents, photographs, clippings, and other memorabilia of his career.
