Swoope joined AIDC in 1991 as an international project manager. In 1992, he was promoted to senior project manager for international business development. In those capacities, he oversaw the recruitment of all foreign manufacturing investment in Arkansas and led several investment missions to Asia and Europe. He also developed marketing strategies for the state's three overseas offices in Belgium, Japan, and Taiwan.
In his new position, he will coordinate efforts to recruit new industry into Arkansas and will assist existing manufacturers in expanding their current operations.
Prior to joining AIDC, Swoope was executive director of the Oktibbeha County Development Council in Starkville, where he was responsible for directing the county's economic development and managing the Mississippi Research and Technology Park.
In addition to his MSU degrees, he is a graduate of the Economic Development Institute at the University of Oklahoma. In 1990, Site Selection Magazine selected him as one of the top 10 young economic development professionals.
